Jacob Riis, a Danish immigrant and church deacon, worked the police beat at the New York Tribune. His photos and reporting on the connection between poverty and crime caught the attention of Police Commissioner (and later President) Theodore Roosevelt, who shut down the city’s corrupt poor houses.
