Philip and James are commemorated together because we don’t know anything about them except what’s in the New Testament, and even that is subject to some confusion and scholarly disputes. It is possible that James the Less was the author of the Epistle of James, or at least of the original source material for it; Philip may have been the companion of Paul mentioned in some letters. In any event these two were numbered among the Apostles. (Concordia Koinonia)
