A snowy owl from the Arctic is currently touring the statues and public buildings of Washington – Union Station, Senate office buildings, the National Postal Museum – haunting Capitol Hill like a lobbyist with fistfuls of cash, and building grassroots support from local birdwatchers. Ornightologists say that the snowy owl population, which feeds on lemmings, ranges more widely than usual in “irruption” years, when more owl chicks survive to their first birthdays; usually they don’t leave the northern Great Lakes and Cape Cod regions, but this winter they’ve been spotted ub Kansas, Missouri, Tennessee, North Carolina and Maryland.
