The U.S. Coast Guard is cracking down on “paper captains” on the Columbia River in Oregon, where ferries carry U.S. flags but are secretly operated by foreigners who don’t know anything about piloting a boat.   1. This is at Astoria. I recognize the bridge to Washington state in the background. I haven’t been up to that part of the coast in about a decade, but I’m guessing the private ferries are more for tourists than anything, since there hasn’t been a toll on the bridge for almost 30 years now.

    The mouth of the Columbia is not a place for mariners who do not know what they are doing.
