The United States, Germany and the United Kingdom announced a big down payment yesterday on UN efforts to ease hunger, drought and starvation in the Horn of Africa. The UN goal is $7 billion, but until now the receipts are only $1.6 billion. Yesterday Germany pledged an additional $226 million and the U.K. another $119 million for Somalia, Kenya and Ethiopia; the U.S. added $524 million.
